audi a3 cigarette lighter not working I need help my stopped but the one in the counsel works but the other one under the radio I pulled the fuse and still nothing is there What type of cigarette lighter

When car is running it runs for about 5ish mins then the steering wheel light comes on it locks up and all other lights ligh Not cranking over Audi A3 2009 Hatchback/8p The battery died & apon replacing it it seems to start & then not crank over, I had put in 2 fuses in the relay fuses, not sure if it's a immobiliser or fuses or reset computer or ecm
